It's official! In an clear statement of disapproval by the voters,
THE QUARTZSITE TOWN COUNCIL HAS BEEN TOTALLY RECALLED!
(And so quickly too!)
That's right dedicated readers, the petitions were recorded today and joining Babs and Machine Gun Joe will be Anderson, Kelley, Lukkasson and even Lizzarraga, the only Councilperson to receive enough votes to avoid last spring's run off.
The record breaking voter turn out in the Mayoral election meant that an unprecedented number of signatures was necessary (152), but that amount was easily exceeded by a third more than the required minimum for all four recently elected officials. An amazing feat for a summer "ghost town"
Citizen outrage is at an all time high after the treasonous conduct of recently elected members of the Quartzsite Common Council and the malicious persecution of popular "People's Mayor" Ed Foster.
Let's compare May 18th votes to the verified number of recall signatures. With 1234 Registered Voters and 669 Cards Cast (54.21%)
Patricia Anderson 317 votes, versus 217 recall signatures
Robert Kelley 316 votes, versus 209 recall signatures
Jerry Lukkason 322 votes versus - 211 recall signatures
and Jose Lizzarraga received 273 votes in the March 9th primary with:
Registered Voters 1346 - Cards Cast 506 (37.59%)
211 recall signatures were easily obtained.
Hey Joe, it's not about "sedition"...it's about accountability. You guys have been pursuing personal agendas instead of doing the PEOPLE'S business! You guys talk about "the Town" as the entity that needs protecting...but the PEOPLE are the Town and clearly, they need protection from corrupt public officials. YOU are the reason that recalls are a power vested in the PEOPLE. (So are initiatives and referendums.) A few thousand dollars spent on a recall is a cheap lesson in civics, compared to a hundred and eighty thousand for Pam Walsma to protect you from the PEOPLE you were elected to serve. There's an old political adage that goes: "Pay me now with your vote - or pay me later with your seat!"

Just consider, we merely have a few more months to pass the time until Town Manager Alex Taft and Chief Jeff Gilbert will be awarded their pink slips along with IMHO invitations to take part in sworn under penalty of perjury depositions in their Civil Court Cases. Right now they can say anything they want, but when placed under oath and when they lie, it’s a felony!
ReplyDeleteRight now Chief Jeff Gilbert had better rethink all of his Criminal Court Cases before he takes the Witness Stand. He will face more than the questions about the case in hand. Under Rebuttal he faces some really brutal questions that he has been able to evade under the protection of the sitting Town Council and Town Manager Alex Taft.
BTW, someone told me that when Mayor Ed Foster welcomed the proposition to bring in the Arizona Attorney General by Vice-Mayor (in name only) Barbara Cowell, he said yes and they can investigate your complaints, my complaints, and the citizens’ complaints of Quartzsite, Chief Jeff Gilbert turned white!
Keep this in mind Chief Jeff Gilbert, there is a distinguished long list of people waiting to tell the truth under oath about your background that will discredit your testimony, creditability, and place reasonable doubt in ANY juries mind and any thing you have to say. In the end you will lose the case, your job, your money, and your freedom. Did I forget, don’t pick up that bar of soap if you drop it!
This is sad. Not because the politicians are being recalled, but because they did it to themselves. Once you are elected to office does not mean you get to do anything you want. You have to play by the rules. And if you don't you get tossed out on your ass. Now the real chore is ahead you, Quartzsite. You have to vote in honest and ethical people. ReplyDeleteWith the up coming firing of Alex Taft we can acquire a qualified person eager to take the training already existing through the League of Cities and slash the salary to a starting $36,000/year. Shut Down the Quartzsite Police Department and put up for sale all equipment/vehicles/office items that other town departments can’t use. This will permit the elimination of the Magistrate Court and with further cutbacks in the legal budget, set the Town Attorney (While hiring a qualified Municipal rated attorney!) fees at $35,000/year and we recover nearly 1.5 million dollars!
Before you squeal, remember that the Quartzsite Police Department is facing several Civil Law Suits and in many cases Criminal charges that will cost the residence of Quartzsite millions of additional dollars that we can’t pay for under our fleeting town tax income. Remember, La Paz County has raping the property owners of Quartzsite for MILLIONS of dollars each year in taxes that we do not benefit from. Beside, it does fall to the Sheriff’s Department to move in and provide police Protection, and the County Courts and County Attorney’s Office can do their jobs for a change!
We have a major water problem in Quartzsite. These savings could resolve and pay off past judgments against the Town of Quartzsite while addressing our water problems at the same time. It is your choice come the Fall Election. Vote for a Council that is concerned about your needs, clean water, equal treatment under the law, or for a Town Government that has “Hi-jacked” the last election and nullified your vote while supporting a Chief of Police that protected an alleged CHILD RAPIST because the charge was against one of his own officers. In Chief Jeff Gilbert's own words, “It is a personnel matter, not criminal”!
There's a bunch of us that want Marc Victor or another high profile lawyer to represent us in a class action suit against these traitors. They won't be out until the spring election, and the ins. from the league of cities and towns covers the first hundred thousand...I'm pretty sure we'd all be willing to "donate" that first 100k to "freedom's" cause because if we could get a judgment over that it would allow a lien against their PERSONAL PROPERTY as well as TOWN PROPERTY - like the cop shop (which could then be rented back to the Town for a small fee. County Prosecutor Sam Vederman keeps dropping the bogus charges his pal Chief Gilbert brings him "without prejudice" to try and impair civil action for wrongful arrest. Apparently the Chief will punish you with a few days in jail for asserting your rights...Oh, and vendors beware - a rumor is circulating that Taft is flagging permits that won't be renewed, but they can't lock you up for non payment of the citation. We will fight them on this as a united front. If you've had a permit and are suddenly denied, ask for a written explanation. Better yet, bring a hidden recording device with you when you apply!

ReplyDeleteI am finding more and more people in Quartzsite saying that the QPD is beyond redemption and should be shut down and turned back over to the Sheriff's Department. Should be no problem when you remember that they were doing the job before we ended up with these town clowns!
ReplyDeleteLooks like the City of Bell, California and the Town of Quartzsite have more in common that we knew. I was told that the town is having another audit and the auditor was having problems understanding deficiency in the books and the unusual way the books were being kept. Don’t know about you but when any auditor has to keep asking question to understand your bookkeeping I think it’s time to get a qualified person that understand accounting and bookkeeping skills.
ReplyDeleteOne fact remains, with the “Total Recall,” removal of the Town Manager Alex Taft, we will have the chance to get the “Forensic Audit” that the Elected Mayor of the people Ed Foster wanted. The auditors should have no problems asking former Town Manager Alex Taft their questions as she is cooling her heals in jail, that is if her public defender (Na, she has pocked over $73K/yr) allows her to answer his question! But then again, if she is in a Federal lockup he will have to travel to Phoenix or Las Angles to ask his questions.
Next we need to look at each town employee’s paycheck against just what they really do for the Town of Quartzsite. I’m AGAINST firing (other than Alex Taft, Jeff Gilbert, & QPD) any town employee until a full investigation can be done to examine how we can keep them. Special training, proper management/scheduling, and/or reduction in pay (They should have a livable wage but affordable to the town.) should be the 1st consideration before costing that person their jobs because of lack of funds or misappropriation of fund in the town’s budget.
Many of the citizens of Quartzsite are unaware of or have questions about the spending from Town Hall and the blind actions by the Town Council in approving the spending. When and where we can, the Town of Quartzsite should go after the Council Members and Town Manager to recover the monies misspent. If we find evidence of criminal behavior take the evidence before a Grand Jury. More and more taxpayers are demanding justice like the people in Bell, California and so should we!
Well, if they traitors that don't represent us voters recall the mayor as retaliation, and we vote in a whole new council...I think Ed would be the perfect town manager to replace Alex. After all, he has already retired from one sucessful career in management. Compare that with Taf't total lack of experience and outright refusal to take training from the league of towns and cities - she retired from a career in fortune telling. IMHO theres no comparison.I'll bet Ed would do it for less money too! Now that they stripped the power from the mayors position and given it all to Taft, Ed could do alot of good in that position. Then again, I know a trained monkey in the carnival that could do a better and more honest job than Ms Taft and he works for peanuts!
ReplyDeleteAccording to Mayor Foster at The Mineshaft: "Interestingly, this month, Ms. Walsma received $ 15,000.00 for one month's salary alone. Thus, at the current rate of spending, Ms. Walsma will receive $ 180,000.00 for just one year's service. This is a ridiculously exorbitant sum for a municipality of Quartzsite's size to be spending for the services of an attorney -- and particularly for the services of a virtually untrained municipal attorney. This is what a larger city or town would pay to an attorney that has specialized in this area of law for approximately 20 years."

He also mentioned that: "You will remember that in recent history the town manager indicated that the level of financial difficulty in Quartzsite warranted the town increase water and sewer rates -- promptly followed by 'Proposition 100' that would allow them to have 'immediate access' to these funds.
The people voted 'No!' on this issue and it failed outright.
So -- now -- the town has obtained $ 1 million dollars borrowed against the town's water system. This water system was paid for many years ago. The population of Quartzsite is anything BUT burgeoning -- in fact, little or no growth whatsoever is expected. Why and how were these funds obtained -- and what are they being used for? How are they being spent? My questions have been blocked and I am forbidden from obtaining this information by the six sitting members of the council acting in unison with the town manager.
I can tell you there are many rumors concerning these funds -- and I will continue searching for the truth. But this is one area of contention -- and they are effectively preventing me from doing my job under the current restrictions they've imposed."
LOL, Mayor Foster will have a new sitting Town Council way before he would face a recall, and not many in town once the facts come to light would even sign it. After all the evidence is presented to the public, you will find more of a lynch mob crying for the punishment of each recalled council member, Alex Taft, and the head of Jeff Gilbert first in the interest of justice!

I have received information that Chief Jeff Gilbert is upset over the successful submission of the “Recall Petitions” against the last protectors of his $82K plus/yr paycheck! One would have felt that he thought that his personal friendship with Hal Davidson would have somehow cause the paperwork to not be filed in time or by some means of an error save his job.
ReplyDeleteA lot of people are upset just by mentioning Hal’s name and a lot more won’t even talk to him. This aside, you have to give him credit for sticking to his guns in following through with the well-timed filing of the “Recall Petitions” when they were finally delivered to him. He exercised caution to insuring that each paper was in its proper form, notarized, and filed as per the law! IMHO, Chief Gilbert expressing his disappointment with Hal only goes to show just how bad his ethics and credibility really are.
I won’t go into the arrogance behind blaming others for his own errors in judgment when it came to the alleged “Statutory Rape” involving Officer Josh Starr, nor even standing by and allowing the Town Constable to be assaulted by Wes Huntley and allowed Huntley to walk away. Each of these errors by Chief Jeff Gilbert own hands will be addressed in both a Criminal & Civil Court of Law! Many of my friends are awaiting the pop up news reporter (with camera) from the O’Reilly Factor asking him about his 25 year-old cop rapping a 15 year-old underage girl while on duty. I don’t think Bill will find it “Just a personnel issue”!
In the following months Quartzsite will be a hot ticket item for the evening news with its “Total Recall” of the entire sitting Town Council Members. One thing is for sure, Town Managers Alex Taft and Chief Jeff Gilberts jobs are on the line and a date before a Grand Jury. Nobody can say if they will be making a special appearance before the State of Arizona or U.S. Grand Jury first, but Alex Taft should have seen that in her cards or is that a now tarnished (or cracked) crystal ball!

As a retired cop I have had the privilege of knowing and working cases with a large number of other police officers and federal agents from a number of states other than Arizona. When the topic of Chief Jeff Gilbert comes up and the alleged atrocities committed by the QPD cops, they are completely offended!
ReplyDeleteIt has been a unanimous opinion when given the facts of QPD officer Josh Starr, they state that Starr should have been placed on administrative leave immediately. However, the acts that followed by Chief Jeff Gilbert called for Gilbert’s immediate dismissal and stripping of his state certification with cause! The most disturbing offense came when they were told how Chief Jeff Gilbert allowed a personal friend to walk away after assaulting a peace officer in front of him and other witnesses. I won’t repeat the names they had for him or his department.
They are all in agreement that after Chief Jeff Gilbert is finished and the QPD cops will find it hard if not impossible to get a job with another police department unless it is a town out in no-where-land and you were that desperate for the job in a horseless village! They too believe that having knowledge of the criminal activity of a fellow officer and not trying to correct it makes you just as guilty as the corrupt cop. If given the alternative of taking on a pack of bikers alone or being backed up by the QPD, I know I’d have better luck facing them by myself.
If any of you are following the news from Bell California the feds are getting involved with glee! After all it is only about 230 miles away from Quartzsite. Maybe we can get them to come and check out Bell's sister city.

With the last post I can now see why Alex and the members of our town gov are so scared. It is simple to see after listening to the news about the feds jumping into the corrupt Bell California investigations. I bet dollars to donuts that our council led by Alex was robbing from one gov grant to pay off other town bills and paychecks. Doesn’t take a rocket science when you have a town of 3900 people and paying the manager $73,000 and chief $82,000 plus bennies that the money has to come form some ware. Its been said that we have some other town employees pulling down some big paydays that is more that most have for combined income that live in some of the trailer parks here! How much of it comes from kickbacks and bribes too? Will there really be a recall in Quartzsite before the feds have our whole town gov sitting in jail waiting trial. Will their greed and mismanagement cost the town of Quartzsite any and all future gov grants? Refusing to take training to do your job is no defense and from what I’ve seen and heard about the council’s treatment of the mayor there is no defense for them either!
ReplyDeleteI for one would like to thank former Councilman Hal Davidson for pulling the recall papers on those petty tyrants and seeing it through (making sure everything properly filled out...)He was an idiot for making the motion to renew Jeffy's contract over strong objections at the time and despite the request that the town advertise for the position. Who orchestrated that sob fest of non voters that pleaded for Jeffy's job anyway? However, Hal has redeemed himself and I wonder exactly what personal knowledge he has about how Jeffy was running the dept...

I am sure that their reality attorney has never defending a client against the feds in any kind of RICO case. Images of the Mayor elected by the people holding up papers and asking the Town Attorney Pamela Walsma if she was willing to sign off on the actions of Alex Taft and the Town Council with her refusal will NOT be forgotten by the VOTING members of Quartzsite!
The next time the supporters of Jerry Lukkasson see him, ask, “What makes you think that as a Councilman you have the right to threaten any person that has signed any recall petition against you and the power to get away with it?” The will of the people must be listen to and with the revelation (lets not forget that these Town Meetings have been recorded on video) from the Town Attorney Pamela Walsma, we know that she is unhappy and doesn’t sanction the full actions by the Council, and Town Manager Alex Taft against the Mayor Elect Ed Foster. That can only be seen as the “legal opinion” that the actions against Mayor Ed Foster ARE ILLEGAL and they were informed so by the Town Attorney!
With the power of the grass roots tea party movement with the cries, “Remember the City of Bell, California!” the Town Manager Alex Taft, Chief Jeff Gilbert, and each and every Council Member will be held accountable not only at the voting booth but as well in our Civil and Criminal Courts of Law!

What we do know is our town will face a second lawsuit backed by a very large legal group! ReplyDeleteChief Jeff Gilbert was put in his place when informed that any attempt to remove or arrest anyone at the town meetings on his own initiative could result in his name being prominent in a Civil Suit! A major investigation into the “Case Law” related to public meetings has shown that there is a preponderance of evidence that Chief Jeff Gilbert acted outside the limitations of the Law, not only conducting an unlawful arrest of Michael Roth but a clear violation of his U.S. Constitutional rights of free speech!
How about that kiddies, he allows his friend to do full contact assault and battery of a Peace Officer and lets his friend (the assailant) to walk out the door, but because Michael Roth isn’t his friend, arrested him for exercising his right of free speech at Town Hall! Maybe Chief Jeff Gilbert can explain why he had to call in one of his officers with the “Book” to make the arrest. Just what else doesn’t Chief Jeff Gilbert know how to do?

Yeah, the appeals court is going to have a field day with Roth's case. Jeffy and his officers screwed up big time. At least they can plead "lack of leadership" but Jeffy can only plead lack of ethics...looking forward to bearing witness in the retrial. When the prosecutor asked me what I thought of Jeffy, you should have seen Jeffy's face when I answered truthfully "He's woefully under qualified, grossly overpaid, and dangerously arrogant."
